Joseph Rowntree Foundation’s UK Poverty 2025 Report

The latest report from the Joseph Rowntree Foundation paints a stark picture of deepening poverty in the UK, with families with young children among those hit hardest. At Little Village, we know that behind these statistics are real parents skipping meals so their children can eat, and babies going without essentials like nappies and warm clothing. This report is yet another urgent wake-up call – one that demands immediate, meaningful action. In our response, we highlight the need for systemic change to ensure every child has the best start in life.

Sophie Livingstone MBE, chief executive for Little Village, the biggest network of baby banks in London commented:

“Policies like the two-child limit and the benefit cap are barriers trapping families in cycles of hardship. These numbers represent real lives. At Little Village, we see the reality of these statistics every single day – parents skipping meals to keep the heating on, babies sleeping in makeshift cots because their families can’t afford the basics, and exhausted mothers desperate to give their children a better start in life.

“No child in the UK should be growing up in poverty, yet essential support is being stripped away while the cost of living continues to rise. At Little Village, we will continue to stand in solidarity with families fighting to keep their children safe, warm, and fed. But baby banks should not have to exist. We urge policymakers to listen to the voices of parents, to scrap punitive policies and commit to real, long-term solutions. Every child deserves a fair start in life.”
